What is it?
Launched jointly by the Dubai Land Department (DLD) and the Department of Economy and Tourism, in collaboration with over 13 major developers and five leading banks, the FTHB Program is a structured initiative designed to help residents transform from tenants to owners with real, tangible advantages.

The eligibility criteria
The eligibility bar is deliberately accessible. Whether you're Emirati or an expat, the criteria are designed to include, not exclude:
- UAE resident (any nationality)
- Aged 18 or older
- No existing freehold property in Dubai
- Target property valued under AED 5 million
- No minimum salary or income requirement
What do you actually get?
Being registered unlocks advantages across three areas: access, pricing, and financing.
- Priority access to units in new launches and existing inventory
- Preferential pricing on off-plan properties from participating developers
- Reduced upfront coststhrough flexible payment structures and lower down payment options offered by participating banks
Participating banks and developers
One of the strongest aspects of the program is the scale of collaboration behind it. Major developers across Dubai have already joined the initiative, giving buyers access to a wide range of projects, communities, and price points.
On the financing side, participating banks include Emirates NBD, Dubai Islamic Bank, Mashreq Bank, Commercial Bank of Dubai, and Emirates Islamic.

- Register through the Dubai Land Department (DLD) website or via the Dubai REST app by submitting your details and eligibility information
- Once approved, you will receive a confirmation email from DLD containing your unique First-Time Home Buyer QR code
- The QR code can then be used to unlock program benefits and special offers from participating developers and banks
